The Social Landlords Crime and Nuisance Group (SLCNG) is the UK's leading housing based organisation specialising in delivering effective solutions to anti-social behaviour.

Our purpose is to:

  • Share best practice on tackling anti-social behaviour
  • Influence national policy and practice
  • Drive performance management and improvement
  • Assist the professional development of practitioners
  • Promote practical and effective joint working throughout the UK
Membership is open to all organisations providing or managing social housing and to all other organisations with an interest in tackling anti-social behaviour, protecting communities and promoting a culture of respect.

About us

The SLCNG is a member-led organisation supporting those involved in tackling anti-social behaviour throughout the UK. From our beginnings in 1995 when a handful of Chief Housing Officers came together to join forces to deal with the then emerging phenomenon of anti-social behaviour, we have continued to grow.

The SLCNG now represents over 3 million tenancies throughout the UK.

The SLCNG includes in its membership a range of non-landlord agencies - such as

  • Police Forces,
  • Social care agencies
  • Multi agency ASB teams,
  • Solicitors,
  • Universities and Colleges - who share our interest and commitment to promoting safer communities.

The SLCNG is incorporated as a Company Limited by Guarantee.

Strategic management is provided by the Board of Directors.

A Policy Advisory Group made up of 30 leading practitioners drawn from our membership and from across the UK sets the Group's policy agenda.

Our services

The continuing imperative to tackle anti-social behaviour effectively and the diverse and continuously expanding legal, regulatory and partnership environments within which landlords operate, make it ever more important that practitioners are equipped with the necessary knowledge, skills and confidence to provide a quality service.

Affordable training events - our programme of seminars, workshops, conferences and regional networks ensure that 'best practice' is constantly updated, shared and delivered

'Nuisance News' - our quarterly magazine provides members with the latest developments in tackling anti-social behaviour.

Regular Bulletins - alert members to 'breaking news'

SLCNG members - enjoy access to a network of the UK's highest performing landlords.

Landlords' and tenants' voices - we ensure these are heard where it matters, through our established links with key government departments, national bodies and representative organisations.

The SLCNG Annual Conference and Exhibition is our flagship event and is widely regarded as the UK's leading conference on anti-social behaviour.

Sharing Best Practice & Improving Performance.

As well as helping share best practice within our membership we were commissioned by CLG in 2007 and with Housemark produced the Performance Improvement Toolkit on ASB for Social Landlords.
We have produced a Model Policy & Procedures, to deal with ASB for Social Landlords

We continually improve our services through regular consultation with members.

Our influence

From our earliest beginnings the SLCNG has been at the heart of developing national policy, practice and relevant legislation. For example we have been instrumental in shaping:

Housing Act 1996

Particularly Introductory Tenancies and the use of Injunctive powers, this included snapshot surveys on their uptake.

The Woolf Report

Access to Justice - included facilitating a "walkabout" for Lord Woolf on some Manchester Estates and meeting with tenants.

Community Safety Orders

Following the activities of the Finnie brothers in Coventry and attempts to injunct them, Jack Straw as Shadow Home Secretary and others were made aware of the gaps in the law - to be filled in by what was to become the Anti Social Behaviour Order.

Crime and Disorder Act 1998

As above but much detailed work on both the Bill and the Guidance. We were involved with detailed work on ASBOs - a snapshot survey of our member's ability to use them and then working with the Lord Warner Group on the detailed protocol for their use. A survey on the impact of S17 (including Crime and Disorder issues in the decision making process at all levels in LAs - in all departments) was carried out in 2000.

Witness intimidation/support

We are working closely with CLG on this issue

Data Protection / Information exchange

We developed a model protocol for the exchange of information between Police and Housing which was used across the West Midlands and Staffordshire Constabulary areas. This document has the approval of the Association of Chief Police Officers.

Social Exclusion Unit

Policy Action Team 8 - Anti Social Behaviour. Members of the SLCNG sat on the PAT and its various sub groups.

Drugs and Housing

Members advised Home Office study groups in this field.

Research

We have conducted surveys on the use of Legal Remedies by Social Landlords to Deal with Neighbour Nuisance - published July 2000. this was done in association with Sheffield Hallam University.

Consultation

We have played a increasingly important role on the national scene. Leading members of the SLCNG have worked with Government Departments to help draft legislation & guidance. Close working relationships exist with Communities & Local Government and the Home Office.

SLCNG is regularly asked to address national conferences and its opinion is always sought by the media.

We gave evidence to the Home Affairs select committee on ASB in 2005
